It’s a mail posted to Silchar Yahoo group on 10th May, where a group discussion on “Morality of restriction on free immigration” is going on using SIX HAT METHODOLOGY”. It’s my post in White Hat part. I’m maestro of this discussion.

It became a serious problem for me to follow the time line. Secondary reason is that I forgot this Saturday was Rabindranath’s Birth Day and my daughter has to perform in a function. But, primary and most important is that I collected so many information that it became problem for me to place in short. Anyway I’ll try.
I read an article by : Oken Jeet Sandham,“Will illegal migrants outnumber the people of North-east India in 20 years?” it reads , “If Assam Governor Lt Gen (Retd) Ajay Singh’s statement that about 6000 illegal Bangladeshis are entering Assam daily is correct, then the fate of the north-east people are terribly at stake.
If 6000 illegal Bangladeshis infiltrate intoAssam daily, it will be 1, 80,000 Bangladeshis in a month and 21.6 lakh annually. The State will have 21.6 million illegal Bangladeshis by 2015 ….. Though there are no official figures of actual numbers of Bangladeshis in Assam , locals say their population could be 6 million of the State’s 26 million people. This means a little over one-fourth of the State’s population is Bangladeshi immigrants.”

This is one example of how fictitious people are when they talk about Migrants’ population and create hue and cry. No one says that Muslims population in the state is more then one third the total populations. The total population of Assam is hardly, beyond Two and half crore. Total population of the Muslims in the state is around eighty lacks. Twenty lacks is of Assamese mainstream Muslims ( Garia,Maria etc.) People like this writer and all who is anti-migrant more or less estimate that the migrant’s population would be 6 million, i.e. 60 lakhs. As if, there is no any other non-migrant Muslims in the state. Because of such fictitious attitude no Muslims support the anti-migrant movement of the state.
Let, me make clear that Barak Valley have good number of Manipuri Muslims, Ex-MP Nurul Hoda represent that community. They have sizable population in that valley. There are lakhs of Laskar, Majharbhuiya, Borbhuiya titled Cachari Muslims who are aboriginal inhabitant of this valley. They are older from most of the Assamese-Bengali Hindu members of the Silchar Group. Most of the Sylheti Muslims of Karimganj and Hailakandi are Selheti and non-migrant, because that was part of Old Bengal Subha, as well as Assam from 1872. None count there numbers when they talk about the migrants. Only migrants are the Maymonshinghi Muslims of Lower Assam. Of them pre-1971 migrants are legally accepted citizen of the state. Rest is Bangladeshis.
Now count, what would be their number? If we accept that all most fifty percent of the Barak Valley population is Muslims then the number should be 20 lacks. I would add 20 lacks more from the pre-1971 Maymanshing migrants. Now the number of Indian Muslims would be 60 lacks. The rest, 20 lacks might be Bangladeshis. People love to call all Non_Gariah Muslims as Bangladeshi, which only complicate the issue. That’s why I had told earlier that the issue will go no where; it will only die its natural death.
Let’s restrict our discussion about those 20 lacks.
Throughout the history of last century, people who ever talked against the migration, they tried to create a fear psychosis amongst the Assamese population like this one, “They came in such large numbers that CS Mullan, an ics officer and the then census commissioner, observed in 1931: “Probably the most important event in the province (Assam) during the last 25 years — an event, moreover, which seems likely to alter permanently the whole future of Assam and… the whole structure of Assamese culture and civilisation — has been the invasion of a vast horde of land-hungry Bengali militants, mostly Muslims, from the districts of Eastern Bengal in general and Mymensingh in particular. It is sad but by no means improbable that in another 30 years Sibsagar district will be the only part of Assam in which an Assamese will find himself at home.”
Prof. Sanjeeb Baruah, state’s renowned intellectual quoted and supported Manirul Hasan in one of his article ( read here) which says the history proved Mullan wrong. These migrants adopted Assamese Culture and Language. If I had scope I would have quoted good number of Axom Xahitya Xobha presidents who praised their efforts to adopt the language and culture. In present day Assam all most all of their child reads in Assamese Medium Schools like recent ICS Asifujjaman of South Salmara. The children’s of mainstream Assamese read in English Medium Schools. Present day’s Sate’s renowned Xonkor Dev expert is Ismail Hosain , a descendent of Migrant parents or grand parents.
Mullan was not one example; there hundreds of such examples where people in Office tried to create a fear psychosis among Assamese. The latest one is last year’s high Court’ Verdict and comments along with it. I quote from an article of Sanjeeb Baruah, (Assam: confronting a failed partition) “Going further than any judicial opinion so far, the court said, ‘large number of Bangladeshis’ in the state now play ‘a major role in electing the representatives both to the Legislative Assembly and Parliament and consequently, in the decision-making process towards building the nation.’ Not mincing words, the court described their political influence as that of ‘kingmakers’.”
And you know what happened after wards, AASU and its sister organizations make such a hue and cry out of that people started to call it the Second Assam Movement. The fact is that the leaders proved themselves wrong again. They stopped agitation after. The Bombing of 30 October make it easy for them to switch off the issue for time being. Possibly till next Assembly Election.
All these twenty years these leaders told us that it’s IMDT Act that prevented them to detect and deport the illegal migrants. Now after its withdrawal the agitation and worries make no sense either. It should have been time for detection and deportation. But, they are agitating only because with a dyeing sentiment they can’t survive as Leaders of so called Nation Building process. So, now they are making alliance with the real Pan-Indian Nationalist, going against their claim of being secular in nature and antagonizing the Garia Muslims of the state. They are now breaking the true fabric of the Assamese Community till date.
Illegal migration is a world wide problem. It’s going to become a serious international issue. Read here. In the Colonized and globalize world these migrants are turning to be Modern day slaves. Globalization talks about free trade, i.e. free movement of Capital. In most cases it’s free movement from Developed nations to developing one like India . But, it doesn’t talk about free movement of people, everywhere. In Europe people can do so. But, it’s their own understanding. Bikrom is right it’s illegal in most of the countries. There is no any international understanding. But, people in power do not discourage it all together. Rather they love to have illegal migrants, because these migrant works with utmost low cost, with little bargaining power. To make the weak to bargain thousands of migrants get killed world wide every day. Read here. The Assam is no exception. You have read CS Mullan. It was his own administration who encouraged The Bengali Muslims to migrate here only to increase production and revenue here. Read Sanjeeb Again . Then why these Brutes talked in these ways? Only because they got afraid if the Assamese Elite get united with these farmers to oust British from this country. This is the case with present Indian Brown Colonizers in Delhi and their Masters in US. In Assam there are regular employers of these Migrants among mainstream Assamese. They recruit them because these migrants work in low wages. They work, because irrespective of being pre or post 1971 they work under threat of being deported. They work, because they turned in to modern day slaves, without any dignity and proper identity.
I’m for no State No-Border. I’ll explain later on why and how can we get to that goal. A border gives the shape and size to the shape less states. States are only made to secure the interest of the ruling elites. States are made only to exploit and rule over the common people. So, a movement on deleting borders is gaining momentum world wide. Today or tomorrow it will gain support in NE India as well. Among, the help less Bangaldeshi Migrants. Read here or HERE .
