‘সাংস্কৃতিক আধিপত্য’ প্রসঙ্গে
‘ভাবাদর্শের যায়গা থেকেই অনুসন্ধান করতে হবে সংস্কৃতিরঃ তপোধীর’ এটাই শিরোনাম সংবাদের। উপশিরোনামে রয়েছে ‘ উরগেন্দ্র ভট্টাচার্যের লেখা হেমপ্রভা প্রকাশনীর ‘সাংস্কৃতিক আধিপত্য’ পুস্তকের আনুষ্ঠানিক প্রকাশ। প্রকাশকও বড়, বড় উদ্বোবোধকও। লেখকের কথাতে পরে আসছি। হেমপ্রভা প্রকাশনীটি পূর্বোত্তর ভারতের সবচে’ বড় দৈনিক কাগজ যুগশঙ্খের ‘প্রকাশনা’ শাখা নতুন খুলেছে। আমাদের এ রাজ্যে বাংলা প্রকাশনার ব্যবসাটি একেবারেই সাম্প্রতিক। তাতে যুগশঙ্খের যোগদান নিঃসন্দেহে সুসংবাদ ।  এর আগে যারাই বই বের করতেন সবই প্রায় ব্যক্তিগত উদ্যোগ। কোনো প্রকাশনার নাম থাকলেও তাই। ‘ব্যতিক্রম’, ‘নাইন্থ কলাম’, ‘সাময়িক অসমে’র মতো কিছু প্রকাশন যেগুলো গুয়াহাটি থকে কাজ করে সেগুলোও এখনো ব্যবসায়িক উদ্যোগ হতে পারে নি।  যদিও ‘ব্যতিক্রম’ সেই লক্ষ্যে অনেক দূর এগিয়েছে। বই তাঁরা ভালোই বের করেন , বিষয়ে ও অলঙ্করণে ফেলনা নয় মোটেও। এদেরই অনেকেতো দাবি করছেন গুণবত্তাতে তাঁরা এখন কলকাতাকেও পেছনে ফেলে দিয়েছেন। কথাটা ব্যবসার দিক থেকে সত্য নয়। পূর্বোত্তরের  যারাই  কলকাতা থেকে বই বের করেন তাদেরো ভাগ্য একই। নিজেরাই গাঁটের পয়সা খরচ করেন। তপোধীর ভট্টাচার্যের মতো ভাগ্যবান হাতে গোনা, যাদের বই অন্যে বের করে এবং বিক্রী করে ।  সেদিক থেকে  ‘হেমপ্রভা’ যদি দাঁড়ায় তবে এ রাজ্যের লেখক অনেকেরই সুদিন আসতে দেরি হবে না। এখানকার লেখকদের বই কিনে পড়বার এক সংস্কৃতিও দাঁড়িয়ে যাবে। আর সেরকম হলে অনেক ভালো বইএর সঙ্গে প্রচুর বাজে বইও যে বেরুবে সে নিশ্চিত। এতে আক্ষেপ করে লাভ নেই বটবৃক্ষ থাকতে হলে তার তলায় অনেক তৃণ-আগাছাও থাকে। এদেরও থাকতে দিতে হয়। এরা থেকে মাটির উর্বরতার প্রমাণ দেয় তাতে বটবৃক্ষও মাথা তুলবার সাহস পায়।  যারা দিতে চায় না, তাঁরা উন্নাসিক পণ্ডিত, সংসার কী রকম করে চলে এ নিয়ে তাদের কোনো ধারণা নেই। বস্তুতঃ এই রাজ্যে বই লেখা ও প্রকাশের শিল্প পিছিয়ে থাকার জন্যে এই সব  উন্নাসিক পণ্ডিতরাও অনেকটাই দায়ী। তাঁরা আমাদের মতো  আগাছাদের আমল দিতে মোটেও   চান না। নিজেদের ‘কেঊকেটা’ বলে ভাবেন। এটা তারা অন্যদের ‘আগাছা’ নামটি দিয়ে জাহির করেন। মরুভূমির ক্যাকটাস হয়ে থাকতেই বোধহয় এরা ভালোবাসেন। ব্যতিক্রমের মতো প্রকাশন সংস্থা , এবং এখন ‘হেমপ্রভা’ক্যাক্টাসদের ছেড়ে তৃণদেরো অবহেলা করছেনা দেখে ভালোই লাগছে। সুদিন ফিরছে।
                  



উরগেন্দ্র ভট্টাচার্য বরাক উপত্যকার তৃণদের মধ্যে অন্যতম। তাঁকে আমি কলেজ জীবন থেকে চিনি। তিনিও আমাকে।এক সময় কাছাড়ে সি পি আই ( এম এল-লিবারেশন)-এর একমাত্র   সংগঠক ছিলেন। আমরা বহুদিন একসংগে রাজনীতির আড্ডা দিয়েছি। তাঁর রাজনীতি  আমার সবসময়েই সেকেলে মনে হয়েছে। কিন্তু তাই বলে তিনি ভালো লেখক হতে পারবেন না , সেরকম কোনো কথা নেই। ব্রহ্মপুত্র উপত্যকার তাদের দলের অনেকে আমার ব্যক্তিগত বন্ধু। মাকুমের হরেন্দ্রনাথ বরঠাকুর অসমিয়া ভাষা ও সাহিত্যের একজন খ্যাতনামা লেখক ও সংস্কৃতি কর্মী। আমার সম্পাদিত কাগজ ‘প্রজ্ঞানে’র তিনি নিয়মিত লেখক। তাঁর বহু চিন্তাকেও আমার সেকেল ‘বামপন্থা’ বলে মনে হয়। কিন্তু সেটি তার চিন্তাতেই। তাঁর লেখা হয় তথ্য সমৃদ্ধ, সুশৃঙ্খল। উরগেন্দ্র  ভট্টাচার্যের সমস্যা হলো তিনি তাঁর চিন্তাকে সাজিয়ে উপস্থাপন করতে পারেন না। কিন্তু উপদেশটেশ প্রচুর দেন।  কী বলতে চাইছেন, বোঝা মুস্কিল হয়। যুগশঙ্খ সহ শিলচরের দৈনিকগুলোতে তিনি লেখেন । বহুদিন পড়বার চেষ্টা করেছি। যেটুকুন বুঝি তাতে মনে হয় ষাটের দশকের সাংস্কৃতিক চিন্তাতেই তিনি আটকে আছেন। এবং এখনকার প্রজন্ম সেই চিন্তাকে গুরুত্ব দেয় না বলেই তাঁর আক্ষেপ। তাঁর মনে হচ্ছে সবই বোর্জুয়া সাংস্কৃতিক আধিপত্যের দায়। বর্তমান গ্রন্থে তিনি কী লিখেছেন জানিনে। শিলচর থেকে এখানে বই পাওয়াও মুস্কিল। আর কৌতুহল নিবৃত্তির প্রয়োজন দেখা না দিলে তাঁর লেখা পড়বার পূর্বতন অভিজ্ঞতার জন্যেই আনিয়ে পড়বার আগ্রহ হবে না। ৫ অক্টোবর সোমবারের যুগশঙ্খের আটের পৃষ্ঠাতে বেশ বড় করে  উপরে যে সংবাদের কথা লিখেছি সেটি বেরিয়েছে। এতে তাঁর বক্তব্যের উদ্ধৃতি আছে। তিনি সেই উদ্বোধনী সভাতে বলেছেন, সাম্যবাদী সংস্কৃতি সাম্রাজ্যবাদী সংস্কৃতির কাছে মাথা নত করেছে। আর সাম্রাজ্যবাদ ধনবাদেরই বিকশিত রূপ। এর থেকে উত্তরণের একমাত্র পথ হল সমাজবাদী সংস্কৃতি। এই তত্ব ও তথ্যের অনুসন্ধানের প্রয়াস করা হয়েছে বইটিতে। তিনি বুঝি আরো বলেছেন, মানুষের স্বভাবজাত ধর্ম তিনটি। যে তিনটিকে সমস্ত প্রাণী জগতের মৌলিক চাহিদা বলা হয়। এই তিনটি চাহিদা হলো খাদ্য, যৌনতা, আত্মপ্রকাশ বা আধিপত্য প্রতিষ্ঠা। এর উপর ভিত্তি করেই সমস্ত প্রাণীজগতের মস্তিষ্ক কাজ করে একে বলা হয় মস্তিষ্কের উৎপাদন। মস্তিষ্কের উৎপাদনের বাস্তবতাই হল সংস্কৃতি। তবে একবার নয় , বারবার-বহুবার উৎপাদিত উৎপাদনের বাস্তবতাই সংস্কৃতি। 





                     কথাগুলো যে বেশ দুর্বোধ্য এবং অগোছালো হয়ে গেছে পাঠক মাত্রেই ধরতে পারবেন। হতে পারে সাংবাদিকটি তাঁর কথাগুলোকে ধরে উঠতে পারেন নি। কিন্তু একই সাংবাদিক যখন, অনুষ্ঠানে উপস্থিত যুগশঙ্খের নির্বাহী অধিকর্তা নীলোৎপল চৌধুরীর বক্তব্য উদ্ধৃত করে লেখেন, “কাগজ কল থাকা সত্বেও এ উপত্যকার বিদগ্ধ লেখকেরা কাগজের বেশি দাম সহ নানাবিধ সমস্যার যে সম্মখীন হন, উল্লেখ করেন এ কথা । ফলে অনুসন্ধানী পাঠকের কাছে পৌঁছাতে পারেন না লেখকেরা। তাই অতি কম খরচে গ্রন্থ প্রকাশনার প্রয়াস চালিয়ে যাচ্ছে হেমপ্রভা প্রকাশনী।” –তখন, কই, একটি বর্ণও আমাদের বুঝতে অসুবিধে হয় না।
            আসলে ওই যে লিখলাম উরগেন্দ্র ওই রকম ভাষাতেই কথা বলেন। মানুষের তিনটি মৌলিক চাহিদার কথা সহজ ভাষাতে আমরা যত্র তত্র উল্লেখ করি—খাদ্য-বস্ত্র-বাসস্থান। তিনি বুদ্ধিজীবি বলেই একটূ গুলিয়ে দিয়েছেন। বাসস্থানকে তালিকার থেকে একেবারেই বাদ দিয়েছেন । বস্ত্রকেও  তালিকার থেকে বাদ দিয়েছেন বটে, আসলে যৌনতাকে এর মধ্যেই জায়গা করে দেয়া যায়। এগুলো মানুষের শারীরিক চাহিদা। এর মধ্যে আত্মপ্রকাশ বা আধিপত্যের কথা আসেই না। এটি মানুষের মানসিক চাহিদার মধ্যে পড়ে।  কথাটা তিনি বলেছেন প্রায় ঠিকই বটে , কিন্তু আবার আত্মপ্রকাশ ও আধিপত্য শব্দদুটোকে একত্রে লিখে আমাদের ভয় বাড়িয়ে দিয়েছেন। দ্বিতীয়টি আসলে প্রথমটির অনেক রূপের মধ্যে একটি রূপ মাত্র।
                সংস্কৃতি যে মানুষের মানসিক উৎপাদন –কথাটা তিনি মোটের উপর ঠিকই বলেছেন। কিন্তু অনেক প্রশ্ন করেই তাঁর কথাটাকে বুঝে নিতে হবে। যেমন খাদ্য আবার মানসিক উৎপাদন হলো কী করে। চাষি যে ধান চাষ করে সেওতো বারাবার হয়ে থাকে , সেও কি সংস্কৃতি ? তাই যদি হবে তার আবার সাম্যবাদী, সাম্রাজ্যবাদী, সমাজবাদী বিভাজন সম্ভব কী করে ?    ‘সাম্যবাদী’রা ‘সাম্রাজ্যবাদে’র কাছে আত্ম সমর্পণ করেছেন বলেই কি এখন ‘সমাজবাদী’ সংস্কৃতির কাছে আশ্রয় নিতে হবে ? এ দুটো কি আলাদা শিবির। নিশ্চয়ই নয়। উরগেন্দ্র বলবেন। আসলে তাঁর শব্দ চয়ন ঐ রকমই ।  বাংলাতে একটি কথা আছে, চাল টিপলেই হাড়ির খবর মেলে ।  এখান থেকেই বুদ্ধিমানেরা বাকি বইএর খবর পেয়ে যাবেন।
                 সেই উদ্বোধনী সভাতে শিলচরের অনেক বাঘা বাঘা গুণিজন উপস্থিত ছিলেন। বিখ্যাত লেখক গণেশ দে-তো গ্রন্থটি সম্পর্কে বলেই ফেললেন, “ এই অঞ্চলে বৌদ্ধিক মহলে রচিত স্থায়ী শিলালিপি।” উপাচার্য তপোধীর ভট্টাচার্য বলেছেন বইটি, “ অনেক বড় বইয়ের উপক্রমণিকা। একবিংশ শতকের প্রথম দশকের শেষ প্রান্তে এসে আমাদের চারদিকের রূপান্তরশীল জগতকে চোখে আঙুল দিয়ে দেখিয়ে দেবে এই গ্রন্থটি। ” আমাদের মনে হয় ‘হেমপ্রভা’র ডাকেই এঁরা এসছিলেন।  উদ্বোধক হিসেবে উপাচার্যও সময় দিয়েছেন। প্রেস ক্লাবের সভাপতি সনৎ কৈরি সভাতে পৌরহিত্য করেছেন। এবং বলতে হয় বলেই বলেছেন। আমাদের সে নিয়েও কোনো প্রশ্ন বা বিরোধ নেই । আমাদের প্রশ্ন নেই  উরগেন্দ্র ভট্টাচার্যের বই প্রকাশ ও প্রকাশনা সংস্থা বেছে নেবার অধিকার নিয়েও । আমাদের প্রশ্ন    ‘ সংস্কৃতি’ শব্দটার ব্যখ্যা নিয়ে ।  ‘সাংস্কৃতিক আধিপত্য’ কথাটা র মানে নিয়ে।
              সংস্কৃতি যে কী বস্তু উদ্বোধক নিজেও তাঁর একটা ব্যখ্যা দিয়েছেন, । তিনি বলেছেন, “ সংস্কৃতি শুধু নাচ-গান বাজনা বা অনুষ্ঠানই নয় । সংস্কৃতির অনুসন্ধান করতে হবে ভাবাদর্শের জায়গা থেকে। পাশাপাশি স্মরণীয়, সংস্কৃতি  প্রসঙ্গে আধিপত্যের কথাটূকু এসে যায় স্বাভাবিক ভাবেই । তবে আধিপত্য সবসময় প্রকাশ্যে আসে না । তাই বিষয়টিকে নতুন করে বোঝার জায়গা রয়েছে। ” কথাগুলো  আপাত দৃষ্টিতে স্পষ্ট  , গোছালো। এবং সঠিক ।  কিন্তু মানুষ যে কেমন নিজেকে বাঁচিয়ে মন্তব্য করে তাঁর প্রমাণ হলো ঐ ‘ভাবাদর্শ’ শব্দটি। কাঁচা বাংলাতে লিখলে এটি একটি ‘ভেক’  শব্দ। Abstract . ভালো বাংলাতে ‘বিমূর্ত’। পাঠক ইচ্ছে মতো অর্থ এতে আরোপ করতে পারেন। কিছু আরোপ না করে ‘কিচ্ছু বুঝিনি’ বলে বাদ দিয়েও এগুতে পারেন । শ্রী ভট্টাচার্য সামান্য এগুলে ‘শ্রেণি ভাবাদর্শ-টর্শ’ জাতীয় শব্দ উচ্চারণ করতেন। হয় ‘বামপন্থা’র বাজার গেছে বলে করেন নি। অথবা করেছেন সাংবাদিকটি  লেখেন নি। এর বেশি দূর তিনি যেতেন না।  বড়জোর সাম্রাজ্যবাদের ষড়যন্ত্রে ‘অসমিয়া ( হিন্দি বললেও বলতে পারতেন)  আধিপত্যের’ কথা বলতেন । কিন্তু ‘বর্ণ, ধর্ম, ভাষা, অঞ্চল, নৃগোষ্ঠীয় স্বার্থের ভাবাদর্শ থেকে’ বলে কথাটিকে স্পষ্ট করতেন না মোটেও ।  কারণ বরাক উপত্যকাতে বাংলা ভাষা ও সংস্কৃতির আধিপত্যের এঁরাই পুরোহিত। অসম বিশ্ববিদ্যালয় তাঁর নেতৃত্বেই বাঙালির বিশ্ববিদ্যালয়ে পরিণত হচ্ছে। বাঙালিদের প্রিয় দিন ক্ষণ উদযাপিত হয় । বাঙালিদের প্রিয় ব্যক্তিত্বের স্মারক তৈরি হচ্ছে তাঁর নেতৃত্বে। শিলচর শহরেও যে তাই হচ্ছে এটা এই ‘ সাস্কৃতিক আধিপত্য’ বিরোধীদের কাউকেই কোনোদিন বিরোধীতা করতে দেখা যায় নি। তপোধির ঠিকই বলেছেন ‘আধিপত্য সবসময় প্রকাশ্যে আসে না’ এঁরা সব্বাই  দাঙ্গা টাঙ্গার মতো অবস্থা হলে ধর্মীয় সাম্প্রদায়িকতার বিরোধীতা করেন বটে । ‘বাঙালি জাতীয়বাদ’ এর থেকে রক্ষা পাবার একমাত্র নিদান এও বলেন ,  আর অন্য এক আধিপত্যের পথ প্রশস্ত করেন। কিন্তু রোজকার সাংস্কৃতির অনুশীলনে যে  ‘ বাঙ্গালি’ শব্দটার মানে করে দেয়া হচ্ছে ‘ উচ্চবর্ণের হিন্দু সিলেটি বাঙ্গালি’ এর বিরুদ্ধে কথা বলতে কাউকে শুনিনি কোনো দিন। ‘কাছাড়ি বাঙালি’ বলে কাছাড়ে যে একটই ঔপভাষিক সম্প্রদায় আছে সে কথাতো এইসব বুদ্ধিজীবিরাই ভুলিয়ে দিয়েছেন। সেই ক্ষোভে সম্প্রতি জগন্নাথ চক্রবর্তী সেই উপভাষা নিয়ে যে এক অভিধান লিখেছেন আর তাতে ভাষাটির নাম দিয়েছেন ‘ বরাক বাংলা’  ।
              সেদিনের সভাপতি সনৎ কুমার কৈরি আমার কৈশোর জীবনের ঘনিষ্ঠ বন্ধু। বয়সে যদিও অনেক বড়। তিনি বাংলাতে লেখেন। ভাষা আন্দোলন নিয়েও তিনিই প্রথম বই লিখেছিলেন। তিনি আসলে হিন্দি ভাষী। পূর্বপুরুষ কোনো একসময় বিহার বা উত্তর প্রদেশ থেকে এসছেন। বাড়িতে তাঁরা হিন্দিতেই কথা বলেন। কিন্তু বাইরে নিজেকে বাঙালি বলেই পরিচয় দেন। কারণ এ নইলে এই শহরে তাঁর প্রতিষ্ঠা জোটবে না। হিন্দি ভাষা ও সাহিত্যের এই উপত্যকাতেও ভাত নেই। দায়ে পড়ে বাঙালি হওয়া। এও কি আধিপত্য নয় ? অসমিয়া আধিপত্যবাদের সঙ্গে আমাদের তবে তফাৎটা কোথায় !  বিজয় ভট্টাচার্যের কবিতার ভাষা ধার করে প্রশ্ন করতে ইচ্ছে হয়, পুড়ে পুড়ে কবে স্বর্ণ হবে আমাদের সন্মিলিত পাপ?  এই কবিও ‘অসমিয়া আধিপত্যের’ প্রশ্নে আপোসহীন । কিন্তু ‘বাঙালি আধিপত্যে’র প্রশ্নে কট্টর ! হিন্দু আধিপত্যের প্রশ্নেও তাঁর মুখে অনেক দিন এই অদ্ভূত প্রশ্নও শুনেছি, বরাকের এতো ভাষা শহিদের ভিড়ে  একজনো  মুসলমান নেই কেন ? বোধকরি তাঁর মতো ব্যক্তিদের প্রশ্নকে তুষ্ট করতেই ইমাদ উদ্দিন বুলবুলকে বই লিখে জানাতে হয়েছিল ভাষা আন্দোলনে মুসলমান মধ্যবিত্তের ভূমিকা কী ছিল । আধিপত্যের এক বড় প্রমাণ হলো ১৯৮৬র ভাষা আন্দোলন নিয়ে এঁরা তেমন উচ্চ বাচ্য করেন না। কারণ সেই আন্দোলনে সত্যি সত্যি বহু মুসলমান যুবককে আন্দোলনের সামনের সারিতে দেখা গিয়েছিল । শুধু তাই নয় । সে আন্দোলনে সারা রাজ্যের জনজাতীয় সংগঠনগুলোও সামনের সারিতে এসে পড়েছিল। ইতিহাস লিখতে গেল সে কথাগুলোও লিখতে হবে যে ! মূলত তাদের হুমকিতেই  ১৯৮৬র ১৫ আগষ্ট ‘সেবা সার্কুলার’ স্থগিত হয়েছিল।


            এ নিয়ে পরে আমার আরো লিখবার ইচ্ছে রইল ।  আপাতত এনিয়ে শুভপ্রসাদ নন্দী মজুমদারের একটা লেখা পাঠক পড়তে পারেন।

Hindus are making beeline for Madrassa Education in Bengal and Bihar




I had one semi research work on Madrasha Education which got published two years in reputed Bengali Guwahati journal 'Ninth Column' . Where I had shown that Madrashas were only educational institutes where Non-upper caste Hindu's got education throughout the so-called Middle ages of Indian History. Great Hindu Indian Reformer Raja Rammohan Roy also was an Madrasha alumni. Even our own Century old Jamiul Ulum Madrasha of Dibrugarh Had good numbers of Hindu students till the 2nd world war. It's only recent Media Created prejudice that we think Madrasha had nothing to do with education. These are only breading ground of terrorist.  This is very eye opening news to many of us.

It is also a news to me that Raja Ram Mohon Roy was educated in Madrassa. I think it is with the coming of the British that Indians started to look at ourselves more as Hindus and Muslims as well as various Hindu castes. They were the perpetuators of stus quo. Today it is the mainly the Hindutva that is creating the anti Islam prejudice. I am very much interested to learn more on the issue and about the education in the Madrassas. Can you forward me the article your wrote on your research on Madrassa education.

    It was in Madrassas where the Arab renaissance once took shapes and afterwards  it influenced the European to give shape their own renaissance . The First Modern Indian Reformer was actually not Rajarammohan Roy. rather Said Waliullah of Delhi. He was alive in the first part of the eighteenth  century. He first translated Koran in Urdu.He was for widow remarriage. He faught against polygamy.   He fought for the rights of the poor merchants and artisans of Delhi streets. He once organised them and rallied to the emperor   and submitted the memorandum to lessen taxes. According to him Muhhammad didn't came to show the Path of heaven rather he fought for the oppressed poor of then Arab. 
I do support whatever Sri Raren Barua has said ,"I think Indian students should learn Persian and Arabic in school to get a balanced outlook about our culture.
That way Madrassas may be a way out." We know little about the So-called Middle age ( Practically it's and European term, We in Indian have no Middle Age like them ) of India because  we forgot Persi and Arbi. We can not read hundreds of scientifically and philosophically rich texts and scriptures of those years.

 Jonab Wahid Saleh has done gret job by providing some more link about the topic. I hope our friends here will be enriched and  think on Madrassas anotherway. I am in recipient of your letter dated Sept. 11, 2009 to attend a discussion on the proposal of a Central Madrasa Board (CMB) by your esteemed ministry. Due to some very important pre-occupations I will personally miss this discussion. Nevertheless, I penned down my views on this crucial issue and I wish my views are considered during the decision making process.   
       
1. The sincerity of HRD ministry and UPA government must not be doubted on the proposal of a Central Madrasa Board (CMB). Of late, the ministry has made it clear that it has no plan to interfere in religious or theological subjects and would just try to incorporate science, mathematic and relevant modern subjects into existing madrasa curriculum. 


To my understanding, the CMB will supervise madrasas at all levels, link up with the open schooling system for teaching in modern subjects and match with standard quality; and would make regulations for affiliation or disaffiliation of a particular madrasa in to the proposed board. The proposal is wise and sounds beneficial for Muslims children but it has genuine oppositions form people directly or indirectly volunteering madrasa education system for last 150 years in India. And without positive consideration of their views a CMB or any government aided programme for madrasas cannot reach to the real beneficiaries.   


2. It is the history of madrasas that they have always been independent, even under Muslim rulers. According to a research conducted by Markazul Ma’arif Education & Research Centre (MMERC), Mumbai in 2003 which was later published in two separate books ‘Madrasa Education its Strength and Weaknesses’ and ‘Madrasa Education Frameworks’ (2006) right from their inception in medieval period, all big and small Madrasas have enjoyed full autonomy in all aspects of their functioning. They have been independent in framing their own curricula, using their own modes of teaching and training their students internally in their own ways. Even in the Mughal period in India when many of them received grants and endowments from the rulers and nobles they were never brought under the control of a common regulating or examining body. Therefore, it is understandable that even today ulama of India will not accept any aid from the government, whatsoever, to run madrasas and will continue in their traditional style. They will not offer even proper hearing to the idea of direct government involvement in their functioning. 


3. The much discussed Justice Rajinder Sachar Committee rightly reveals in its report that out of total school going Muslim Children only 4% join madrasas in the primary level which includes those attending government aided madrasas too. With high drop out in madrasas and with the deduction of children attending government aided madrasas where state prescribed curriculum is followed the actual ratio of Muslim children attending non-aided madrasas in our country stands around 1.5 percent only as revealed by surveys conducted by Muslim NGOs. Moreover, the very recent HRD ministry-sponsored survey by IMRB’s Social and Rural Research Institute puts the number of out of school children at 81 lakh or 4.22% of children in the age group of 6 to 13 years nation wide.


Despite reductions, the percentage of out of school children among the Muslims (7.67%), Scheduled Castes (5.96%) and Scheduled Tribes (5.6%) continues to be much higher than the national average of 4.22%. The gap between the percentage of out of school children among SCs and Sts and the national average has been substantially reduced – in 2005, when the national average was 6.94%, the percentage of out of school children among Scheduled Castes was at 8.17%, while among Scheduled Tribes it was 9.54%. 


While there has been a reduction in the percentage of out of school children among Muslims, the gap between the national average of out of school children and that among Muslim has risen marginally. It was at 9.97% among Muslims in 2005, when the national average was 6.94%. While in 2009, the gap is marginally higher by 0.42% — among Muslims, out of school children account for 7.67%, when the national average is nearly halfway below at 4.22%.


Now it is up to us – the law and policy makers of this nation to choose our priority wisely. Should we go first for a quality-check of 1.5% children who are by all means under a system of education and will fulfill the criteria of being lettered or to rush to manage even minimum standard of schooling for 7.67 % Muslim children who are still out of school and will remain unlettered without proper government aided planning and its implementation? I think to attend the later is wiser and more urgent.          


4. It is notable that all leading non-governmental madrasas like – Darul Uloom Deoband and Nadwatul Ulama Lucknow, religious organizations like – Jamait Ulama-I Hind and All India Ulama Council and a majority of Muslim religious leaders have already rejected the proposed CMB before this fresh move by your esteemed ministry.


The Muslim community leaders have rejected the proposal as they fear this will allow unnecessary government interference in the madrasa system. Moreover, we do have government aided madrasa boards in at least 10 states of our country where madrasas are affiliated and aided by the state governments. At present the conditions of these government aided madrasas – education, infrastructure and staff salary – are far worse than those non-aided madrasas. Especially the theological aspects of these govt.-aided madrasas are very apathetic. In addition to this I am frequent to face arguments during intra-community meetings such as ‘If the government is really concerned about the educational welfare of the Muslims, then it should give proportionate reservation to Muslim students in all central universities’. Some even put straight questions like “Why is the government not setting up schools, colleges, medical colleges and ITIs in the Muslim dominated areas if it is really open for the educational development of the Muslim in the country?" There can be counter arguments too but to me it is still not the time for a Central Madrasa Board for non-aided non-governmental (quami) madarasas in our country.


5. As I mentioned under No. 1 above that the proposal of the CMB is wise and I believe it will be applicable with certain prerequisites measures taken by the HRD ministry. I have a detail plan for modernization of madrasa curriculum and we have been successfully imparting modern education to madrasa graduates since 1994 which has been largely accepted by both Muslim intellectuals and religious leaders and proven beneficial for the madrasa students. Some of our students are already Ph.D holders others have passed NET competitive exams and appeared in UPSC exams besides, many of them are working as good journalists, English writers and good administrators in India and aboard. Scholars from Markazul Ma’arif Education and Research Centre (MMERC), Mumbai can be requested with your consent to give a presentation for HRD ministry on its on going project on ‘madrasa modernization’ which got considerable coverage in the mainstream media too. However the pre-requisite measures, to my understanding, to be taken by the HRD ministry for non-governmental Central Madrasa Board (CMB) are as follow: 


a. The HRD ministry should pay urgent attention towards the out of school Muslim children before everything else. I strongly believe that if the present UPA government can manage to bring the percentage of out of school Muslim children down from 7.67% to even 4 % in this five year tenure, it will be a delighted gift for both the community and the nation. Our first target should to be to come out of the darkness of illiteracy and then gradually we can improve quality of education too. 


b. HRD ministry should first resolve to make the proposed CMB for government aided madrasas for a targeted time period, bring them under one umbrella as in Central Board of Secondary Education (CBSE) and facilitate equally standard education for madrasas in all states to set an example against government aided madrasas’ negative reputation. It will surely encourage students and their parents to enroll in government aided madrasas if not non-aided madrasa management, to say the least.


c. There are thousands of primary and pre-primary schools run by Muslims NGOs or local bodies of masjids across the country and most of them are following syllabus proscribed by the state governments in addition to maktab (elementary Islamic) education. These schools be adopted first by the state government under the SSA or by the central government under the UEE and then manage standard primary education through government aid. It will avail a solid educational foundation for all Muslim children and will make an opportune to the next general secondary standard madrasa students to pursue their advanced education either with government aided institutes or with non-government aided ones – madrasas. Generally they will prefer the former owing to the future prospects of their carrier.


d. As stated above that according to Muslim NGOs only 1.5% Muslim children are completing madrasa education nationwide and ulama argue that this small number is even not enough to fulfill the religious need of the community alone. I think government should effectively plan for 98.5% Muslim children and rest will be automatically updated to match with the community demands.        


e. The government should avoid direct involvement in the functioning of independence madrasas by all means until a successful and transparent experiment has been done with aided madrasa board. On the other hand an NGO – Government partnership project aiming at the targets set by the proposed CMB can be initiated without further delay. These partner NGOs will work as bridge between madrasas and government and will amicably be able to implement mutually accepted and desired changes or development in both curriculum and methodology of madrasa education system. Which will gradually be taken by the Central Madrasa Board and the NGOs will be replaced by the CMB members in later stage.

In 1944-'50   I was a lucky student of Namti High School- tillsomebody burnt the school down in mid- 1950 .The revolutionary legacy of KhagenBarbarua- -our great teacher could not be tolerated by Jawaharlal's goonsworking on direct orders from John Fostr Dulles.Our respected Abdur RowfSir  was a versatile and prolific teacher.Hetaught not only  Farsi and Arabic( bothso different ) to  our Gowria brothers/sisters  but Geography and English History regularly.Andwhen some teacher was on sick leave he took that class--any subject-- and told us short stories  from Koran-or Bible- or Gita and made us tellit back  to the class.
I do not recall( I wasfar away) how /when  there was the totalseparation to  Higher Secondary  & Madrassa. In Namti Chariali we knewthere was a low key Madrassa  attached tothe local mosque. Language-Culture-Humanism  these should be together  and leftto  guided choice.I learnt a smatteringof Sanskrit--.  I remembered some " Cockand Bull" stories from Panchatantra. I do not remember somebody/anybodyasking me Which?-- Farsi OR  Sanskrit--  should I learn  throughout.Now we hear Dilli issuing a firman'Compulsory Hindi   till end of HighSchool'. Why not Russian -Mandarin-?

Possibly not. That's how development process takes place in a capitalist society. Uneven Development. These are not people oriented but, profit oriented. The investors only run after profit. Ask them, they will say establishing anything in Dhemaji will not be cost effective. Same is the case with NC HILL and Karbi Anglong . Coincidently, those are the places of the most backward communities of the state. Jorhat is the land of the Elite Upper class of the state. So,.... These inequalities will go on.

Do you mean imply that this is not so in Communist/Socialist or other systems? I can give you many examples of this same problem (maybe even worse) in both China and the old USSR.The Soviets used what they called the GosPlan (their economic plan). In theory, it sounded very good, until they found out that the numbers coming in were only on paper. In reality, as we all know now, the system was rotting from the inside, and the whole system collapsed. India is certainly NOT a capitalistic system; it is more of a mixed economy - part socialism, part capitalism, and part "sab misal". Add to that mix, a healthy dose of rampant corruption. It it’s a miracle that the state keeps moving along.

I'm in full support of you whatever you've told about USSR and China. You can surly give hundreds of example about those two state-capitalist countries. It's only because none of them were socialist country, nor they were (or are in case of China) are fighting to transform their country in to a communist one. The Fight for socialism was defeated there at the very beginning from within. These were unique example of state-capitalism like Burmese Junta.
These are Popular NARRATIVES that USSR and China are/were socialist country and Indian system is mixed one. The Official Marxist in India like CPM CPI endorses these Narratives for their own interest. And their interest is getting clearer and clearer in these days day by day.
Nowhere in Marxian text it's said that if in a system means of production get controlled by the state, the state can be called a socialist one.
I can provide hundreds of such example where capitalist liked the state ownership for their own benefit and profit.
In the Globalised India Elite People love to criticise Nehru's love for 'socialism' and state intervention in economics. And thus socialism gets criticized for wrong reason. While the reality was that it was the Indian capitalist like TATA , BIRLA's made him to go for so-called mixed one. Corruption is the softer and outer face of capitalist exploitation. Capitalist make the people-in -position corrupt for its own cause. They Need Mirjafars and Umichads everywhere in every country. The Backward places have more corrupt people-in-position than developed one. Only because this is how the capitalist manage the people's grievances there. The entire Terrorist in NC Hills is paid goons. They didn't served the Dimachas, rather they only served the Transport lobby and the contractors who didn't got the good share of the BG & Sadak construction businesses there. All the anti-Big River Dam agitators of Arunachal Pradesh got silenced by huge money paid by the corporate houses. And Now Ram'da Dhemaji is getting ready to get Push from the DAM Water. Jorhat will get many more engineering colleges because all most all the corporate house has their own tea-garden surrounding the city. Axomiya and Bongali babus of those tea gardens live in nearby cities and towns.
The People-in -position have no accountability in this system, neither the commoners have that power to control them except those voting right after five or more years. Let us develop a system where Dhemaji People get the chances to keep a say, how to spend their tax-money. They will manage their problem in a better way. But, will they be allowed? The answer is A Big No. Because, It's the capitalist and their representative (Please, remember that we the people only vote the parties, but, the corporate house finance them to buy votes.) decide when and where the money would be spend for their own benefit.
So, Demaji has very little chance to get anything better in near future. I won't say 'never'. Because, nobody knows how and when the interest of the corporate houses get changed.

The US is considered a very Capitalist society, and yet there are few states/places that are far, far below the national average. Corruption, imho, is the root cause of a host of problems in India. In India, it does not matter if you give it capitalism, communism, or any other ism, in the end rampant corruption wins, and that is the underlying ism.. That Dhemaji does not have an engg. College (I'm sure there are other places which are equally deserving) is deplorable. It is only the state machinery that can possibly do something. Thank You for your positive note on my comments.
I've no difference with you about rampant corruption in this society. Let me agree that it's the only -ism that rule our state and country.
I also don't disagree on the point that,"....in the end rampant corruption wins...” from the days of Mirjaphar we're seeing this. The cause behind recent global financial crisis also corruption. Corruption of US corporate world. US government is now adopting so-called 'socialist' way to save them and the US economy. Some even calling new president as 'Socialist' ( ! Amazing!)
Than now, what should we conclude on Dhemaji? Is it corruption on the part of Jorhatians that they are getting so many Educational institutes? Should the Dhemajian be more perfect on the practice of corruption? I hope you are not suggesting so. Yes, though politics is mainly determined by economy, sometime it happens opposite. Because those capitalist ( Corrupt Rulers) has to rule the country, so they had to manage people grievances. So you are right, while saying that,"only the squeaky wheel gets the grease, unfortunately" If Dhemaji people can make hue and cry they might get one. Dear Sushanta/ Ram Da It's hard to say what would socialism or communism look like, as it has yet to happen and there has not been any set standard to say when a society/ economy would reach that status. So, it would be an unending discussion, especially when two persons with paradigm difference in world outlook are involved in the discourse. It is however generally accepted that the present dominant economy world wide is capitalistic. India's so called 'mixed' or whatever economy is an integral part of such an economy. And it is evident that globally, as well as in the case of highly capitalistic economy, uneven development has to exist. This emanates from law of concentration followed by Capital. It gets concentrated where economies of scale or other such benefits accrue. The US would present a much even contour, because, the US as a whole is the hub of this concentration. Yet, all its states are not uniformly industrialised or urbanised. If Dhemaji has to get anything, it has to be for reasons other than economics. There's no point in lamenting. Finally, CM Tarun Gogoi, declared on 24th October,09 Saturday in a meeting held in Dhemaji that the government will construct one Engineering College at Dhemaji within two year.
Buljit again forwarded the news. I congratulated him by saying:
It's nice to hear the news. Congratulation!!! It would be great topic for me to investigate what made the state government so generous to establish the college at Dhemaji !!!!! The scenario is changing!!!!

 I, thought some one  may try to prove me wrong, on my earlier comments. Let me make it clear that I don't have any type of 'Know it all attitude." So, I'll love to get the answers I have now.
But, you might have remember that  I started answering Buljit's question with a phrase,'Possibly Not.....' and after a few interactive session with Dear Ramda and Uttamda I concluded by saying, "I won't say 'never'. Because, nobody knows how and when the interest of the corporate houses get changed."
You are write on saying '

Will there be any Engineering College at Tinsukia, simply because I would write one article in paper tomorrow? I know you will say it's not 'Jor'
Then what it was?  Was there any Mass movement , like one talking place in Karimganj demanding Engineering College? Or Any corrupt practices made this possible. You might have remember we were talking on Corruption in our system.
Or the MP and MLAs  of Lakhimpur became very active these days. Or Some Armed militant made this happen. Because there are a good number of people in our society who believe that nothing happens here without blasting bombs!
What was the cause ? One will have to know for future references, be it in Dhemaji or at elsewhere.

It's that 'ANANDA&' making 'PUZA' to take shape of a social art form


Send this eCard !Though I don't believe in any religion I have love for Vaisnabite School of Hindu religion. Because It speaks about selfless surrender to a greater cause.As Geeta Says, "Kormonye Badhikaroste Ma Pholeshu Kodachon. . ." Oposit to that the Sokti or Tantrik School of Hindusm is all about 'Wish Fulfilment' which only make man and their God selfish. None of them do anything without any cost. I've hatred for Hindu Bengali's in General for not giving Due Honour to the teachings of Sri Chaitanya and Nityanada. I hate to recognize that 'Durga Puza' is the 'National Festival' of the Bengalis. Less than half of total Bengali population on the earth observe it.
But, one had to recognise that the way 'Puza' evolved in course of time it has little to do with religion or religious believe now a day. Any festival always has a greater social significance. It goes beyond its ritualistic beliefs or philosophy. Society needs festivals for its own survival. I remember, in the first part of Nineties, once one of my friend from Kolkata wrote letter to me asking, How can People observe puza when Thousand of our countryman is fighting for existence in Latur, in Maharastra after the severe earthquake their. My reply was, if we stop to observe festivals than how these people can will be motivated for the struggle of existence? Why should they struggle for survival on the earth if there is no festival at all? If there is no 'ANANDA' at the end.
It's that 'ANANDA' making 'PUZA' to take shape of a social art form like 'BORDIN' or 'BRZILIAN CARNIVAL' .EID of Islam failed here. That's why I too can't resist being the part of the spirit. But, I would have been happy enough if all the Bengalis try to replace 'PUZA' with NAVAVARSH or 'POILA BOISHAKH'. In India it appears like distant dream. But, In Bangladesh people are trying to do so. Assamese Bihu is a unique example of a secular Community festival. But, the Dates or days chosen by the various Bihu organisers are killing the social essence of the festival. Those should be fixed for all.

Had he wish he could have been a millionaire and countrywide famous artist. But being a student of Great ram Kinkar he preferred to stay at Silchar and teach Silcharites how to be a good artist.
